Statute 77-110: Effect of repeals by Revised Statutes of 1923 on rights and
liabilities.
The repeal of acts and parts of acts herein provided for shall not
revive any law heretofore repealed or superseded, nor any office heretofore
abolished; neither shall it affect any act done or right accruing or
accrued, or any suit or proceeding in any civil action before the repeal
takes effect, but the proceedings therein shall, when necessary, conform to
the provisions of the Revised Statutes; nor shall such repeal affect any
penalty or forfeiture incurred before it takes effect
under any of the laws repealed,
except that when a punishment penalty or forfeiture is mitigated by the
provisions of the Revised Statutes, such provisions may be extended and
applied to any sentence or judgment pronounced after said repeal; nor shall
such repeal affect any suit or prosecution pending at the time it takes
effect, for an offense committed or forfeiture incurred under any of the
acts repealed, except that the proceedings therein shall, when necessary,
conform to the provisions of the Revised Statutes.
