Statute 48-314: Payments by state.
The director of accounts and reports is hereby authorized and directed,
upon the filing of vouchers in favor of the parties entitled thereto
upon estimates made by the secretary
of administration and
approved by the military board, to draw his or her warrants on the state
treasurer for the payment of same.
