Statute 21-3204: Guilt without criminal intent, when.
A person may be guilty of an offense without having criminal intent if
the crime is: (1) A misdemeanor, cigarette or tobacco infraction or
traffic infraction and the statute defining the offense clearly indicates a
legislative purpose to impose absolute liability for the
conduct described; or (2) a violation of
K.S.A. 8-1567 or
8-1567a and amendments thereto.
